Slice the flank steak against the grain into thin strips, about 1/4-inch thick. If desired, you can trim any excess fat.

In a medium bowl, whisk together the soy sauce, brown sugar, 1/4 cup water, grated ginger, minced garlic, sesame oil, and red pepper flakes (if using). Stir until the brown sugar is mostly dissolved.
